Born in Monaco in 1768, he was a portraitist of Napoleon I and then a professor at the Ecole des Beaux-Arts. He was appointed first sculptor to King Louis XVIII in 1821. In addition to the statue of Napoleon on the column of the Grande Armée in Boulogne-sur-mer, his major works can be found in Paris: twenty bas-reliefs for the column of Place Vendôme, the equestrian statue of Louis XIV in Place des Victoires for which he received the title of baron, Henri IV as a child, Aristée and Hercules slaying Acheloüs, all three at the Louvre Museum. This piece is based on an original sculpture representing the Nymph Salmacis.
