This 5-franc banknote, issued by the cities of Roubaix and Tourcoing, belongs to the fourth series of local currency. The front of the banknote features a salmon-colored frame adorned with leaf motifs. At the center of this frame, in the upper part, is a circle containing a representation of Marianne. Immediately below, a dark blue rectangle displays the face value of the banknote, « CINQ FRANCS », in white letters.
Several inscriptions appear on the front. We can read « VILLES DE ROUBAIX ET DE TOURCOING » and « BON DE MONNAIE ». The mention « Quatrième série » indicates the series of issuance of the banknote. A line specifies that the banknote is « Garanti par les villes de Roubaix et de Tourcoing par délibérations Municipales approuvées ». The signatures « LE MAIRE DE ROUBAIX » and « LE MAIRE DE TOURCOING » are affixed, authenticating the issuance by the local authorities. Finally, it is stipulated that « Pour être valable, ce billet doit être frappé du timbre sec de l'une des deux Villes ».
The back of the banknote highlights the identity of the two issuing cities. On the left, we find the coat of arms of the city of Roubaix, while on the right is represented the coat of arms of the city of Tourcoing. A legal inscription is also present: « L?article 139 du code pénal punit des travaux forcés à perpétuité ceux qui auront contrefait ou falsifié les Billets de Banque autorisés par la Loi, ainsi que ceux qui auront fait usage de ces Billets contrefaits ou falsifiés. Ceux qui les auront introduits sur le territoire français seront punis de la même peine. » This mention aims to deter the counterfeiting and falsification of the banknote.
A particularity of this banknote is its cancellation by perforation, a process used to invalidate the banknote after its use.
