The 2 Francs banknote from the Rouen Chamber of Commerce, dating from 1922, is part of the second series issued by this institution. This banknote features an ornamental vegetal-style frame that surrounds the central elements of its design.
On the obverse, a medallion occupies the upper part, displaying a winged caduceus, a traditional symbol of commerce and industry, flanked by two heraldic shields. The words "VILLE DE ROUEN" and "CHAMBRE DE COMMERCE DE ROUEN" are written in capital letters. The indication of the face value, "50 CENTIMES", also appears on this side of the banknote, as does the specific serial number, here "n°097.296". Legal notices attest to the approval of the issue by the Higher Administration and the joint guarantee of the City and the Chamber of Commerce. The signatures of the Mayor and the President are also reproduced. The printer, "IMP. RICHARD, PARIS", is mentioned at the bottom of the obverse.
The reverse of the banknote is dedicated to the reproduction of articles 4, 5, 6 and 7 relating to the conditions of exchange and reimbursement of the issued vouchers. Article 4 specifies that the Bank of France will not exchange the vouchers for an amount less than 20 francs. Article 5 stipulates the conditions for sight reimbursement, including the possibility of demanding reimbursement for an amount of at least one hundred francs, or for a smaller sum supplemented by banknotes from the Bank of France or in cash. Articles 6 and 7 define the procedures for liquidation and final reimbursement of the divisional vouchers, as well as the deadlines and conditions for forfeiture of the rights of the holders.
