This 1 Franc replacement note was issued by the Rouen Chamber of Commerce in 1922, as part of the 2nd series. The front of the note features a medallion adorned with a heraldic shield in each upper corner. In the center, a view of the port of Rouen is depicted. It also includes the inscriptions "VILLE DE ROUEN", "CHAMBRE DE COMMERCE DE ROUEN", "1922", "EMISSION DE REMPLACEMENT", "UN FRANC", "2EME Série", and "IMP. RICHARD PARIS".
The back of the note contains legal information and conditions relating to the issuance and redemption of fractional notes. The inscriptions state that the Treasury received the equivalent value of the fractional notes, exchangeable for Bank of France notes. Article 6 stipulates that the Municipal Council and the Chamber of Commerce will determine the date of liquidation of the issue and their final repayment. Article 7 details the process of deposit at the Municipal Treasury for bonds not presented for exchange within three months of the liquidation order, as well as the one-year period during which the Municipal Treasury is required to redeem these bonds. After this period, the holders lose their rights. This information is followed by a reference to the deliberations of the Municipal Council and the Chamber of Commerce of August 17, 1914.
