This 10 franc banknote is a specimen issued by the cities of Roubaix and Tourcoing. It belongs to the second series of this local issue. The front of the banknote features a red frame decorated with leaf motifs. In each corner, a circle displays the nominal value of "10fs". In the upper center, a circle depicts a representation of Marianne, symbol of the French Republic.
In the center of the banknote, a bright red rectangle attracts attention, bearing the value "DIX FRANCS" in white letters. The inscription "RÉPUBLIQUE FRANÇAISE" is also present, emphasizing the issuing authority. The serial number "N°3019" identifies this unique specimen. The mention "Ce billet est un SPECIMEN" indicates its nature not intended for regular circulation.
A refund guarantee is stipulated, ensured by the cities of Roubaix and Tourcoing, and payable at the municipal revenue office of each city from the sixth month after the conclusion of peace. The signatures of the Mayor of Roubaix and the 1st Deputy acting as Mayor, as well as that of the Mayor of Tourcoing, authenticate the banknote. A note specifies that the banknote must be stamped with the dry stamp of one of the two cities to be considered valid. The printer Louis Debode of Roubaix is mentioned, as well as the mention "Modèle Déposé".
The back of the banknote features a green frame. In the center, a circle states the penal sanctions in case of falsification, in accordance with Article 139 of the Penal Code, which provides for forced labor for life for counterfeiters and those who use or introduce such falsified banknotes. On the left, the coat of arms of the city of Roubaix is represented, while on the right is that of the city of Tourcoing. A dry stamp is also affixed to the back.
