This 50 centimes note was issued in 1917 by the Chamber of Commerce of the City of Elbeuf, in the particular context of the First World War. During this period of conflict, the shortage of metallic currency prompted many French chambers of commerce to issue their own emergency notes, in order to compensate for the lack of small change in circulation.

Elbeuf, a Norman town located in Seine-Maritime, was at the time an important industrial centre, particularly renowned for its textile industry. The local Chamber of Commerce was thus authorised to produce these temporary monetary issues, which circulated locally as a substitute for coins that had become scarce.

These emergency notes, also known as paper money or necessity bonds, now constitute a category in their own right in the field of numismatics and notaphily. They bear witness to the economic adaptations imposed by the constraints of war, and represent an important historical and documentary heritage for understanding the French economy of that era.

Chamber of commerce notes from this period are generally adorned with typographic or graphic motifs specific to each issuing town, including legal notices, the face value, as well as the signatures or stamps of the authorised local commercial authorities.
