Description

This 25-cent note is a municipal bond issued by the City of Lille, dated July 13, 1917, and belongs to series Y22. It is a form of local currency issued during times of economic hardship, likely related to the context of World War I.

The front of the note features the inscription "VILLE DE LILLE" at the top, followed by "BON COMMUNAL" indicating its nature. The face value of "0.f25 Cents" is clearly displayed, repeated on both sides for easy recognition. Repayment is guaranteed by the city, with a statement specifying that reimbursement will be made at the Municipal Treasury, starting six months after the conclusion of peace. Reference to the deliberation of the Municipal Council of July 13, 1917, approved by the Prefectural Authority, attests to its legality. The signatures of the Municipal Receiver and the Mayor also appear on the note. An important clause stipulates that the bond is only valid if it bears the stamp of the city's control service, thereby enhancing its security.

The reverse of the note contains essential legal information. It reproduces Article 189 of the Penal Code, which provides for severe penalties, including forced labor for life, for the counterfeiting or falsification of banknotes authorized by law, as well as for the use of such counterfeit or falsified banknotes. This provision aims to deter any attempt at fraud. The face value "0.25" is repeated on each side. The name of the printer, "DELEMAR & DUBAR LILLE", is also mentioned at the bottom of the note.

The note is a tangible testimony to the economic measures taken by local authorities to address the financial challenges of the time. Its design and legal mentions reflect the need to ensure its validity and prevent counterfeiting.
