This 2-franc municipal bond was issued by the City of Sedan on 2 September 1914, during the very first weeks of the First World War. This issue was produced against a particularly troubled historical backdrop: from the very outbreak of the war, monetary circulation was rapidly disrupted by the hoarding of metal coins and widespread distrust of official paper currency. Faced with this shortage of cash, many French municipalities, including Sedan, were forced to issue their own cash vouchers in order to compensate for the lack of fiduciary currency in circulation.
The city of Sedan, located in the Ardennes region, held a strategically significant geographical position at that time, in immediate proximity to the front. The issue of this municipal bond reflects the responsiveness of local authorities in the face of an emergency economic and military situation. These vouchers were legal tender within the territory of the issuing municipality and served to facilitate everyday commercial transactions.
This necessity note is denominated in francs, the French monetary unit in use at the time.
