This 2-franc municipal bond was issued by the City of Arras on 29 August 1914, just a few weeks after the outbreak of the First World War. It belongs to series BB and stands as a direct testimony to the monetary disruptions caused by the conflict from its very first weeks.

From August 1914 onwards, general mobilisation and the massive hoarding of metallic coins caused an acute shortage of fiduciary currency in circulation. Faced with this situation, many French municipalities were forced to issue their own local bonds in order to compensate for the lack of currency and to maintain commercial exchanges within their territory. The city of Arras, located in the Pas-de-Calais department and particularly exposed to military events due to its proximity to the front, was one of the first communities to resort to this type of emergency issue.

These municipal bonds, although lacking the status of legal tender in the strict sense, were accepted locally as a means of payment and guaranteed by the issuing municipal authority.
