This 50 centime note, issued by the Rouen Chamber of Commerce in 1920, represents a form of local currency issued in a specific economic context. The front of the note features an ornamental frame of vegetal motifs. A central medallion displays a winged caduceus, the traditional symbol of commerce, framed by two heraldic shields. The inscription "VILLE DE ROUEN" (City of Rouen) is written above the medallion, while "CHAMBRE DE COMMERCE DE ROUEN" (Rouen Chamber of Commerce) appears below, identifying the issuer. The face value, "50 CENTIMES", is clearly indicated. A serial number, here "n°046.423", is printed on the note.
The inscriptions "Emission approuvée par l'Administration Supérieure" (Issue approved by the Senior Administration) and "Emission faite sous la garantie de la Ville et de la Chambre de Commerce" (Issue made under the guarantee of the City and the Chamber of Commerce) can be read, attesting to the legality and security of this issue. The signatures of the Mayor and the President of the Chamber of Commerce are also present. The name of the printer, "IMP. RICHARD, PARIS", is mentioned at the bottom of the front.
The back of the note reproduces extracts from regulatory articles relating to the issue and redemption of these fractional bonds. Article 4 stipulates that the Banque de France will not exchange the bonds for a sum less than 20 francs. Article 5 specifies the conditions for on-demand redemption of the bonds, in particular the possibility of demanding redemption for at least 100 francs, or for a smaller sum supplemented by Banque de France notes or cash. Articles 6 and 7 define the terms of liquidation of the issue and the repayment deadlines, with a limited period during which holders can assert their rights before the funds are deposited with the Caisse Municipale (Municipal Fund).
