The 2-franc emergency banknote issued in Valenciennes in May 1916 (series 13) belongs to the local monetary issues created during World War I. In the occupied Northern regions, the shortage of metallic currency and the difficulties in obtaining official banknotes made the circulation of alternative payment methods essential.

Valenciennes, heavily affected by the German occupation, put these notes into circulation to maintain economic activity and support the population. This issue is part of the ?loan guaranteed by the consortium of communes in the Valenciennes region and neighboring regions?, a collective system aimed at guaranteeing the value and circulation of these banknotes.

This consortium brought together several communes that pooled their financial guarantees, ensuring widespread acceptance throughout the region. These notes served several essential functions:
