This 10 cent note is a communal bond issued by the city of Lille, France, dated October 31, 1917, belonging to Series D. It is a form of emergency currency issued in a context of economic difficulties linked to the First World War.
The obverse of the note bears the inscription "VILLE DE LILLE" at the top, followed by "BON COMMUNAL". The face value of "10 Cents." is clearly indicated. A guarantee of reimbursement by the city is stipulated, specifying that reimbursement will take place at the municipal treasury from the sixth month following the conclusion of peace. The reference to the deliberation of the Municipal Council of October 31, 1917, approved by the Prefectoral Authority, attests to the legitimacy of this issue. The signatures of the RECEVEUR MUNICIPAL and the MAIRE also appear on the obverse. An important note specifies that the bond is only valid if it bears the stamp of the City's Control Service.
The reverse of the note repeats the inscription "VILLE DE LILLE - BON COMMUNAL" at the top and bottom. The face value of "10 CENTIMES" is reiterated, accompanied by the mention of "SERIE D". The name of the printer, "DELEMAR & DUBAR LILLE", is also present, indicating the company responsible for the production of this communal bond.
The inscriptions are written in Latin script, both on the obverse and the reverse. The printer, Delemar & Dubar, was based in Lille, France, which underlines the local origin of this issue of emergency currency.
