This 10 cent note is a municipal bond issued by the city of Lille, France, dated October 31, 1917. It belongs to Series B. This type of bond was guaranteed by the city and redeemable at the municipal treasury from the sixth month following the conclusion of peace.

A note specifies that the bond is "GUARANTEED BY THE CITY" and "REDEEMABLE AT THE MUNICIPAL TREASURY FROM THE SIXTH MONTH AFTER THE CONCLUSION OF PEACE". It also includes the reference to the deliberation of the Municipal Council of October 31, 1917, approved by the Prefectoral Authority. The signatures of the MUNICIPAL RECEIVER and the MAYOR are present. An important note indicates that "This bond is only valid if it bears the stamp of the City Control Service".
The back of the note repeats the inscription "VILLE DE LILLE - BON COMMUNAL" at the top and bottom, framing the value "10 CENTIMES" and the series "SERIE B" in the center. The name of the printer, "DELEMAR & DUBAR LILLE", also appears on the back.
The note is printed in Latin script, both on the front and back. The printer, Delemar & Dubar, was based in Lille, France.
