This 1 Franc banknote, issued by the cities of Roubaix and Tourcoing, represents a form of local currency issued within the context of France. It is a banknote from the second series, designed to circulate specifically in these two cities.
The obverse of the banknote features the face value "1fc" repeated on each side. The mention "VILLES DE ROUBAIX ET DE TOURCOING" clearly indicates its geographical origin. It is identified as a "BON DE MONNAIE" (Currency Note) from the "DEUXIÈME SÉRIE" (Second Series), with the value "UN FRANC" (One Franc) written out in full. A control number, "19474", and a banknote number, "1148", are also present, serving to uniquely identify each banknote. The guarantee is provided by the cities of Roubaix and Tourcoing, with a promise of reimbursement at the municipal revenue office of each city, starting from the sixth month after "The Conclusion of Peace". An important mention specifies that the banknote must be stamped with the dry stamp of one of the two cities to be valid. The name of the printer, Louis Debode, Imp, Roubaix, is also indicated.
The reverse of the banknote features the coat of arms of the city of Roubaix on the left and those of the city of Tourcoing on the right. In the center, Article 139 of the Penal Code is reproduced in its entirety. This legal text stipulates that counterfeiters and falsifiers of banknotes authorized by law, as well as those who use or introduce such counterfeit banknotes, are liable to forced labor for life. The names of the two cities, "ROUBAIX" and "TOURCOING", are inscribed at the bottom, reinforcing the local identity of the banknote.
