This 1 franc banknote, issued by the cities of Roubaix and Tourcoing, dates from July 20, 1917 and belongs to the 11th series. The front of the banknote features the nominal value "1fc" repeated in the upper left and right corners, as well as at the bottom. It bears the inscription "Villes de Roubaix et de Tourcoing" followed by "Bon de Monnaie" and "Onzième Série". The value "Un Franc" is also indicated.
An inscription specifies that the banknote is guaranteed by the cities of Roubaix and Tourcoing and redeemable at the municipal revenue office of each city from the sixth month after the conclusion of peace. The deliberations of the Municipal Councils of July 20, 1917, approved by the Prefectoral Authority on July 28, 1917, are mentioned. The presence of the letter "R" before the control number is noted. It is stipulated that the banknote must be stamped with the dry stamp of one of the two cities to be valid. The name of the printer, Louis Debode of Roubaix, is also included.
The back of the banknote displays the coat of arms of the city of Roubaix on the left and those of the city of Tourcoing on the right. In the center, Article 139 of the Penal Code is reproduced. This article stipulates that the counterfeiting or falsification of banknotes authorized by law is punishable by forced labor for life, as is the use of such counterfeit or falsified banknotes. The same penalty is provided for those who introduce them into French territory. The names of the two cities, Roubaix and Tourcoing, are inscribed at the bottom, respectively on the left and right.
