This banknote with a face value of 1 franc was issued by the Communes of the Montmédy Region on 7 July 1916, in the midst of the First World War. It is a municipal syndicate bond, that is, a substitute monetary instrument put into local circulation to offset the shortage of fiduciary currency caused by the context of war and occupation.

This type of issue reflects a common practice in the French territories of the north and east of the country during the conflict of 1914-1918. Faced with the interruption of normal monetary circuits and the German occupation of many municipalities, inter-municipal syndicates were formed in order to issue vouchers to ensure the continuity of local commercial exchanges. The region of Montmédy, located in the department of Meuse, in Lorraine, was then under German occupation, which gives this document a particularly significant historical and documentary value.
