This 1 franc replacement banknote was issued by the Rouen Chamber of Commerce in 1917. It is a replacement issue, designed to overcome a shortage of divisional currency during the First World War.
On the obverse, the face value "Un Franc" is clearly indicated, accompanied by the mention "Ville De Rouen" and "Chambre De Commerce de Rouen". The year of issue, 1917, also appears on the obverse. The signatures of the Mayor and the President of the Chamber of Commerce are printed. A serial number, such as "N° 139.765", is present. The name of the printer, "IMP RICHARD, PARIS", is also visible.
The reverse of the banknote contains legal and regulatory information relating to the issue. Article 4 stipulates that the Banque de France will not exchange sums of less than 20 francs. Article 5 specifies the conditions for the reimbursement of the notes, including the possibility of demanding reimbursement on sight for amounts of at least 100 francs, or for smaller sums supplemented by banknotes of the Banque de France or in cash. Articles 6 and 7 define the procedures for liquidating the issue and the repayment deadlines, with provisions concerning the deposit of unclaimed funds with the Caisse Municipale.
The banknote was printed by Imprimerie Richard, located in Paris, France. Its dimensions are 119 mm in length and 76 mm in width. All inscriptions are in Latin.
