This 1 franc banknote was issued in 1917 by the Rouen Chamber of Commerce as a replacement issue. The obverse of the banknote features the face value "Un Franc" in the upper left, followed by the words "Ville De Rouen" and "Chambre De Commerce de Rouen". The year of issue, 1917, is also featured on this side. The words "ÉMISSION DE REMPLACEMENT" (REPLACEMENT ISSUE) are also present. The signatures of the Mayor and the President are affixed, and a serial number, such as "N° 275.374", is printed. The name of the printer, "IMP RICHARD, PARIS", is also mentioned on the obverse.
The reverse of the banknote contains legal and regulatory inscriptions relating to the issue and exchange of these vouchers. Article 4 stipulates that the Banque de France will not exchange these banknotes for an amount less than 20 francs. Article 5 specifies the conditions for the repayment of the vouchers on demand, in particular for holders presenting at least 100 francs or completing the difference with banknotes from the Banque de France or in cash. Article 6 assigns responsibility to the Municipal Council and the Chamber of Commerce for determining the time of liquidation and final repayment of the fractional vouchers. Finally, Article 7 indicates that the counter-value of vouchers not presented for exchange within three months of the liquidation date will be deposited with the Caisse Municipale, which will ensure repayment for an additional year, after which the holders will forfeit their rights.
