This 1 Franc banknote, issued by the Rouen Chamber of Commerce in 1917, represents a replacement issue. The front of the note features the face value "Un Franc" in capital letters, followed by the mention "Ville De Rouen" and "Chambre De Commerce de Rouen". The year of issue, "1917", is also indicated. The mention "ÉMISSION DE REMPLACEMENT" is prominently printed.
It also features the signatures of the Mayor and the President of the Chamber of Commerce. A serial number, such as "N° 160.394", is affixed. The mention "IMP RICHARD, PARIS" indicates the printer responsible for the production of the note.
The back of the note contains articles of law relating to the exchange and reimbursement of divisional bonds. Article 4 stipulates that the Banque de France will not make exchanges for amounts less than 20 francs. Article 5 specifies the conditions for sight reimbursement of bonds, in particular for holders presenting at least 100 francs, or for smaller amounts supplemented by Banque de France notes or in cash.
Articles 6 and 7 define the procedures for liquidation of the divisional bond issue, their definitive reimbursement, as well as the deposit of counter-values not presented for exchange at the Caisse Municipale. It is also specified that the Caisse Municipale will ensure reimbursement for an additional year, after which holders will forfeit their rights.
