This 1 Franc banknote, issued in 1922 by the Rouen Chamber of Commerce, is an example of emergency currency issued during a period of economic crisis. It is a replacement note, bearing the serial number 188.885.
The obverse of the note features a medallion with a heraldic shield in each upper corner. In the center, a detailed view of the port of Rouen is depicted. The main inscriptions include "VILLE DE ROUEN", "CHAMBRE DE COMMERCE DE ROUEN", and the face value "UN FRANC". The year of issue, 1922, is also clearly indicated, as well as the mention "EMISSION DE REMPLACEMENT". The name of the printer, "IMP. RICHARD PARIS", also appears on the front.
The reverse of the note contains legal information regarding its exchange and validity. It specifies that the Treasury has received the countervalue of the divisional bonds, exchangeable for banknotes of the Banque de France. Article 6 details that the Municipal Council and the Chamber of Commerce will determine the liquidation period of the issue and their final reimbursement. Article 7 stipulates that the countervalue of the bonds not presented for exchange within three months of the liquidation order will be deposited with the Municipal Treasury, and that this treasury will be required to reimburse them for an additional year, after which the holders will forfeit their rights. This information is taken from the deliberations of the Municipal Council and the Chamber of Commerce of August 17, 1914.
The banknote was printed by Imprimerie Richard, located in Paris, France. An additional iconographic detail is the presence of bee motifs, the exact meaning of which may be related to symbols of work and industry.
