This 1 Franc banknote, issued by the Rouen Chamber of Commerce in 1920, represents a form of fractional currency issued during a period of economic crisis. It is a banknote from the 3rd series, bearing the identification number 256.352.
The obverse of the banknote features a neat design with a medallion adorned with a heraldic shield at each upper corner. In the center, a detailed view of the port of Rouen is highlighted. The inscriptions "VILLE DE ROUEN" and "CHAMBRE DE COMMERCE DE ROUEN" frame the year of issue, 1920. The face value, "UN FRANC", is clearly indicated, and the mention of the printer, "IMP. RICHARD PARIS", also appears on this side.
The reverse of the banknote contains important legal and financial information. It specifies that "The Treasury has received the equivalent value of the Fractional Bonds which are exchangeable for Bank of France Banknotes." Articles 6 and 7 of the deliberations of the Municipal Council and the Chamber of Commerce of August 17, 1914 are reproduced, detailing the methods of liquidation of the issue of Fractional Bonds and their definitive reimbursement. These articles also stipulate the deadlines and conditions of reimbursement, as well as the consequences for holders who do not respect these deadlines. The mention of Imprimerie Richard, Paris, is repeated at the bottom of the banknote.
A notable iconographic detail is the presence of bees, whose exact meaning could be linked to symbols of work, industry or prosperity associated with the Chamber of Commerce and the city of Rouen.
