This 1 Franc banknote was issued by the Rouen Chamber of Commerce in 1916. It is a type of emergency money issued in the context of the First World War.
The front of the banknote features the nominal value "Un Franc" at the top, followed by the words "Ville De Rouen" and "Chambre De Commerce de Rouen". The year of issue, "1916", also appears on this side. The signatures of the Mayor and the President of the Chamber of Commerce are present. A serial number, here "N° 237.968", is printed. The mention "IMP RICHARD, PARIS" indicates the printer responsible for the production of the banknote.
The back of the banknote contains excerpts from regulatory articles relating to the issue and redemption of fractional notes. Article 4 stipulates that the Banque de France will not exchange sums less than 20 francs. Article 5 specifies the conditions for redemption on sight, in particular for holders presenting at least 100 francs in notes, or supplementing a smaller sum with banknotes from the Banque de France or in cash. Articles 6 and 7 detail the procedures for liquidation of the issue and the repayment deadlines, with a grace period of three months following the liquidation order, followed by an additional year where the Caisse Municipale ensures reimbursement, after which the rights of the holders are forfeited.
The name of the printer, "Imprimerie Richard, Paris, France", is also mentioned on the back. The dimensions of the banknote are 119 mm in length and 76 mm in width. The text is written in Latin script on both sides of the banknote.
