This 1 Franc banknote, issued by the Rouen Chamber of Commerce, dates from 1920 and belongs to the 3rd series. It testifies to a time when chambers of commerce could issue their own fractional currency.
On the front, the banknote features a medallion adorned with a heraldic shield in each upper corner. The central part offers a detailed view of the port of Rouen, illustrating the importance of maritime activity for the city. It includes the inscriptions "VILLE DE ROUEN", "CHAMBRE DE COMMERCE DE ROUEN", the year of issue "1920", the mention of the "3rd series" and the face value "UN FRANC". The printer's signature, "IMP. RICHARD PARIS", also appears on this side.
The back of the banknote contains legal information relating to the issue and exchange of these fractional vouchers. It specifies that "The Treasury has received the equivalent value of the fractional vouchers which are exchangeable for Bank of France banknotes." Articles 6 and 7 of the deliberations of the Municipal Council and the Chamber of Commerce of August 17, 1914 are reproduced, detailing the terms of liquidation of the issue, definitive reimbursement, and the deadlines given to holders for the exchange of vouchers. It is specifically stipulated that the equivalent value of vouchers not presented within three months following the date of liquidation will be deposited in the Municipal Fund, and that the latter will be required to reimburse for an additional year, after which the holders would forfeit their rights.
