The front of the note features a medallion adorned with a heraldic shield at each of the upper corners. The central part offers a detailed view of the port of Rouen, the main iconographic motif on this side of the note. It also includes the inscriptions "VILLE DE ROUEN", "CHAMBRE DE COMMERCE DE ROUEN", the year of issue "1920", the mention of the "3ème série" (3rd series), and the face value "UN FRANC". The back of the note contains informative text relating to the issue and validity of this type of fractional currency. It specifies that "The Treasury has received the equivalent value of the fractional notes which are exchangeable for Bank of France notes." Articles 6 and 7 of the deliberations of the Municipal Council and the Chamber of Commerce of August 17, 1914 are reproduced, detailing the procedures for liquidation of the issue, the terms of reimbursement, and the deadlines for holders to exchange the notes, as well as the consequences of non-compliance with these deadlines. This legal information frames the issuance of this emergency currency.
