The reign of Justin II (565-578) marks the beginning of a period of weakening of the Byzantine Empire following the great conquests of Justinian I. Inheriting a depleted treasury and pressured borders, the emperor had to contend with Lombard invasions in Italy, the Avar threat in the Balkans, and the resumption of war against the Sassanid Empire in the East. His decision to cease payment of tributes to the Avars heightened diplomatic and military tensions.
