Délibération: 14-12-1917
This 50 centimes note was issued in 1917 by the Chambre de Commerce de Moulins et Lapalisse, in the Allier department, France. It was issued in the context of the First World War, a period during which the shortage of metallic currency ? linked in particular to the requisitioning of metals for the war effort ? led many French chambers of commerce to issue their own emergency notes to compensate for the lack of currency in circulation.
These local issues, known as emergency currency or chamber of commerce notes, were legal tender within a limited territory, generally corresponding to the area of jurisdiction of the issuing chamber. The Chambre de Commerce de Moulins et Lapalisse thus covered part of the Allier department, with Moulins as the prefecture and Lapalisse as the secondary town associated with this commercial authority.
The example presented bears the mention "Annulé" (Cancelled), indicating that it was withdrawn from circulation and officially invalidated by the issuing authority. This cancellation was generally materialised by a perforation, an overprint or a stamp applied to the note, attesting to its definitive withdrawal from monetary circulation. This type of marking was a standard procedure to prevent any fraudulent reintroduction of the notes into circulation after their recall.
These small-denomination paper notes now constitute direct testimonies of the economic and monetary difficulties experienced by France during the First World War, and represent a collecting field in their own right within French numismatics and notaphily.
