During this period, the shortage of metallic currency, due in particular to hoarding and the growing needs of the war effort, forced many French chambers of commerce to issue their own emergency notes in order to compensate for the lack of currency in circulation.

The Chambre de Commerce de Moulins et Lapalisse, located in the Allier department, was among those local institutions that took charge of issuing supplementary fiduciary currency. These emergency notes, also known as local paper currencies, were valid within a defined geographical area and met a practical and urgent need of the local economy.
