Description

This 1 franc note was issued by the Chambre de Commerce de Melun on 15 October 1915, in the midst of the First World War. During this conflict, the shortage of metallic currency, due notably to hoarding and the requisitioning of metals, led many French chambers of commerce to issue their own emergency notes in order to compensate for the lack of currency in circulation. These local issues represented a pragmatic response to an exceptional economic situation.

The example presented here is of particular interest as it is a cancelled note. This status means that the note was not intended for general circulation, but was produced for reference, archiving or control purposes. The cancellation mark, generally applied by perforation, stamp or overprint, made it possible to distinguish these specimens from notes intended for actual circulation. Cancelled specimens are documents of undeniable documentary and historical value, as they bear witness to the issuance and control procedures specific to the issuing institutions of the time.

The Chambre de Commerce de Melun, an institution representing the economic interests of the Seine-et-Marne region, thus took part in this collective effort of monetary adaptation by issuing paper denominations intended to facilitate local commercial exchanges. These emergency notes, issued between approximately 1914 and 1926 depending on the region, now constitute a distinct and appreciated category in the field of notaphily, the collecting of banknotes and paper money.

The note is dated precisely 15 October 1915, which places it in the context of the second year of the world conflict, a period during which these local issues multiplied throughout France to meet the urgent needs of the wartime economy.
