 Founded in 1874, the Universal Postal Union (UPU), based in Berne, Switzerland, is the second oldest international organisation. With 192 member countries, the UPU is the main forum for cooperation between postal sector players. It helps to ensure a truly universal network of modern products and services. The organisation plays an advisory, mediation and liaison role, and provides technical assistance where necessary. It sets the rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel and financial services volumes and improve the quality of service for customers. The UPU is made up of four bodies: the Congress, which is the Union's supreme authority and meets every four years; the Council of Administration, which oversees activities; the Postal Operations Council, which is the Union's technical and operational body; and the International Bureau, which acts as the secretariat. In the age of globalisation, the Union's objective of achieving a single postal territory worldwide is all the more relevant.
