Joseph Hyacinthe Louis Jules d'Arnaud, Count of Kergaradec, was born in Lorient on January 1, 1841, and died suddenly in Berlin on October 2, 1894, while passing through. A graduate of the Naval Academy, he embarked on a remarkable military and diplomatic career.

He entered the Naval Academy on October 1, 1857, and was promoted to First Class Midshipman on September 1, 1861. Knighted in the Legion of Honor early in his career, he attained the rank of Ensign on July 25, 1864, and then Lieutenant on March 7, 1868. On January 1, 1869, he became Inspector of Indigenous Affairs in Cochinchina, marking the beginning of his involvement in colonial administration.

In 1875, he was assigned to the French Consulate in Hanoi. Subsequently, he served as Principal Administrator of Indigenous Affairs and was sent on a mission to Hue. In 1883, he fully embraced a consular career, being appointed First Class Consul and Commissioner of the Government of the Republic in Bangkok. Retained in this position, he became Consul General and Chargé d'Affaires.

In 1891, he was appointed Consul General of France in Moscow, where he was appreciated by both local authorities and the numerous French nationals present during the Exposition. Unfortunately, he died suddenly in Berlin on October 2, 1894, causing great regret among his colleagues and French authorities.
